A permanent Driving Licence (DL) is a constitutional document — only the state RTO can issue and renew it. The application runs on Parivahan Sarathi, but the driving test still requires you to drive at the RTO test track in front of an inspector.

You can apply between 30 days and 180 days after your Learner's Licence is issued. The DL is automatically generated on test pass and the digitally signed PDF is available on Sarathi and DigiLocker within a few hours. The physical smart card is dispatched by post.

If you completed training at an Accredited Driver Training Centre (ADTC), you can submit the centre's certificate and may be exempted from the RTO driving test — check whether your state currently allows this.

    Sarathi pre-fills most fields from your LL record. Verify each one.

    Choose RTO and book a driving-test slot

    Pick the RTO with jurisdiction over your address. Choose an available driving-test slot.

    Pay the test fee + DL issuance fee online.

    Attend the RTO driving test

    Bring your LL (digital or printed), Form 1A, vehicle, and any supporting docs. The inspector tests turning, signalling, parking, hill start (if applicable), and basic road sense.

  • Booking the DL test slot before completing the 30-day cool-off period after LL issue — the system blocks it but applicants miss the date.
